The Echo app's technology broadcasts your Apple Watch's heart rate by using your phone's Bluetooth. So, your phone must be running in order for Echo to work correctly. 

While a watch complication would allow users to quickly launch Echo from the watch, unfortunately, there's no reliable way at the moment to start a phone app from the watch.
